H-1B cap registration now follows beneficiary-centric selection
How unique-beneficiary selection changes registration strategy and why accurate passport information matters.
By MeritPath Research
USCIS changed the H-1B cap selection process to select registrations by unique beneficiary rather than by each registration submitted. The change was designed to give each beneficiary the same chance of selection regardless of how many registrations are submitted on that person's behalf.
Why identity data matters
Registrants must provide valid passport or travel-document information for each beneficiary, and the beneficiary should use the document associated with the registration when seeking admission or applying for a visa, subject to limited exceptions described by USCIS.
Candidates and employers should therefore verify identity fields before submission. Inconsistent names, document numbers, or expiration details can create avoidable questions later in the process.
What did not change
Selection is not petition approval. A selected registration allows an eligible petitioner to submit a cap-subject H-1B petition during the filing window. The petition must still establish all eligibility requirements with supporting evidence.
